Another option for book cover design is to use a site like Fiverr. You can often get a quality cover done for $5-20. However, do your research and only use providers with high ratings. You also need to give them VERY clear expectations of what you want them to do.
One recommendation is to use a professional book cover template and then hire someone on Fiverr to edit it and make it unique.
